Why Aren'T There Enough Cooks?

So here's an interesting conundrum: if culinary school enrollments have almost doubled in the last two years (as reported by the Culinary Institute of America), there should be more young cooks flooding the market, anxious to hit prep kitchens and hot lines to get a start in the industry. But chefs everywhere tell me they can't find cooks. Not great cooks, just simply cooks.
